THE POOREST AREA CIVIL SOCIETY PROGRAM (PACS)-2011 TO 2017:

  • The Poor Area Civil Society Program was launched by VICALP in September 2011 with funding from Christian Aid and DFID. This program, which covers 23000 rural poor households in 396 villages in 3 blocks in Kandhmal and 4 blocks in Jharsuguda district of Orissa, was implemented by VICALP through a 4-member NGO network approach. The main goal of the project was to guarantee livelihood rights (land, forest, MGNREGS, and IGP, including ensuring eligibility) and basic service supply to the target beneficiaries in order to meet the MDG in its operating communities.
  • Along with supporting VICALP's targeted campaign and action, the PACS project also helped the organisation implement community forest rights in 394 villages, including entitlements for other traditional forest dwellers, community forest rights in 53 villages of Jharsuguda district and budget tracking under SCSP and TSP through special package programmes.Rastriya Swasthya Bima Yojana (RSBY) was implemented in more than 1200 villages across three districts.
